On the” let’s Connect you to network” window, press the SHIFT+F10 keyboard shortcut.

By executing the following shortcut, it will open the Command prompt, in cmd, type taskmgr, and hit enter.

It will now open Task Manager in Windows, Now navigate to More >> Network connection flow.

Now right-click on it and click on the End task button from the menu that appeared.

Now close all windows and go back to the setup page.

Hurray! You can now continue to set up with a local account and without an active internet connection.

Method 2:

If you feel, Method 1 is a bit complicated for you, you can try this alternate method. In this method, you can set up Windows 11 without an active internet connection or Microsoft account just by running a simple command in the Windows command prompt.

To begin, open a command prompt in the setup page of Windows 11 just by pressing the Shift+F10 key shortcut.

Now enter the following command and hit enter. As soon as you execute the command, it will do its work. You can now close the windows and continue the setup without any Microsoft account and an active internet connection. Here is the command:

taskkill /F /IM oobenetworkconnectionflow.exe

Enter your name to create a Local account.

There is some drawback to these methods, like the app icons won’t properly show as it doesn’t have access to active internet.   1. killing network connection flow worked to get to the next page, then the “lts add your Microsoft account” window came back with no alternate option. In short, this didnt work for me
